Managing Program Director for Public Safety & Resilience

Stephanie Ross serves as the Managing Program Director for Public Safety & Resilience at the Institute for Security and Technology (IST), overseeing project development, daily operations and strategic stakeholder engagement to ensure successful execution and alignment with organizational goals for the UnDisruptable27 (U27) initiative. U27 is an effort dedicated to safeguarding the security, resilience, and continuity of essential human lifeline services.

Prior to joining IST, Stephanie was a Portfolio Manager at the Cybersecurity Infrastructure Security Agency (CISA), where she led the oversight and delivery of the program’s reporting framework for Cyber Incident Reporting for Critical Infrastructure Act of 2022 (CIRCIA) and supported high-impact programs in Vulnerability Management.

Stephanie’s career spans multiple sectors, reflecting her adaptability and depth of expertise. She previously served as a Cyber Intelligence Analyst and subject matter expert with the FBI, supporting high-priority investigations in cyber intrusions, counterintelligence, terrorism, intellectual property theft, and exploitation. Her work enhanced intelligence collection and domain awareness across critical threat areas. She has also led cyber-focused program management initiatives in fintech, law enforcement, medical device innovation, and defense contracting.

Stephanie holds a Master of Science in Computer Information Systems from Indiana University and a Bachelor of Science in the same field, with a minor in International Business. Her academic experience includes global study in Thailand, enriching her international perspective.
