David Moreno has served as Cybersecurity Officer of the Organization of American States (OAS) since 2018. He is a part of the policy team responsible for promoting OAS member states capabilities regarding cybersecurity by developing and implementing national cybersecurity policies and strategies. David also leads the engagement and outreach division in charge of expanding alliances and promoting public private partnerships and the development of the cybersecurity workforce.
Mr. Moreno led the Cybersecurity Innovation Councils, an initiative aimed to drive innovation, raise awareness, and expand best practices in cybersecurity across the Americas, which includes the management of a $200k basket fund to support innovative solutions for safety in e-/digital government initiatives.
A native of Spain, Mr. Moreno holds a double degree in Business and Law and an International MBA from Center of Economic and Commercial Studies in Madrid. Prior to the OAS, he worked for the World Bank and the Trade Commission of the Embassy of Spain in Algeria.
