Cedric Carter, Jr. began his research and development career with the Department of Energy – Sandia National Laboratories (SNL) in Albuquerque, New Mexico, supporting government sponsors within the Department of Energy, National Security Agency, United States Strategic Command, Army and Air Force, and Department of Defense.  During his tenure at SNL, he supported multiple cyber research and development efforts within the Enterprise/Information Technology and Critical Infrastructure/Operational Technology sectors.

In addition, he applied these various cyber security efforts in support of behavioral network analytics and threat identification, cyber assessments and evaluations via penetration testing, control system and renewable energy security. 

He then transitioned to The MITRE Corporation, conducting similar, yet strategic activities for the cyber infrastructure protection innovation center and Office of the Secretary of Defense (OSD) program offices and directorates as a principal cybersecurity engineer. These efforts included support for various Under Secretaries within OSD, State Department, various components within the North Atlantic Treaty Organization, United States European Command, United States Africa Command, United States Indo-Pacific Command, Office of Naval Intelligence, Missile Defense Agency, Naval Facilities Engineering Command, Federal Aviation Administration, National Security Agency, etc. 

Cedric’s research interests include cyber-physical assessments, enabling strategic deterrence operations, applying MITRE’s ATT&CK™ for Enterprise and Industrial Control Systems frameworks, leveraging knowledge graphs in D3FEND™, and tailoring Crown Jewels Analysis to Operational Technology for federal government programs aligned to deterrence, dependency modeling, and defensive cyber operations.

Lately, Cedric has been leading various mentoring and knowledge transfer efforts to generate inspiration for staff, who are interested in supporting various cyber work programs focused on defense, security, deterrence, etc. for government.
