Charles Goodwin is the Commissioner of the Department of Emergency Communications and Management for the City of Worcester, Massachusetts. As the Commissioner, he directs and manages various city division, which include Worcester Regional Emergency Communications Center, Worcester 311 Customer Service, and the Worcester Division of Emergency Management. The Worcester Regional Emergency Communications Center includes the City of Worcester and Town of Leicester, fielding approximately 185,000 emergency 911 calls each year. Commissioner Goodwin recently completed building the Worcester 311 program, having celebrated its 1-year anniversary occurring in July 2024, with the goal of providing a gateway for the community to contact their local government for information, services, and to report problems. Additionally, Commissioner Goodwin completed the City’s first ‘Worcester 311 Customer Service Center’ located in District 4 with the ribbon cutting occurring on July 23, 2024, as a pilot program to decentralize services within City Hall and bring them to the community locally, with a central purpose of serving the at-risk populations and those with needs who do not have effective means of travel. Commissioner Goodwin is now completing the development of a Municipal Security division, to provide increased protection for the various public facilities across the city. Commissioner Goodwin began his career in public service at the age of 16, enlisting into the United States Army Reserves.
