Fernando Ruiz Pérez is a member of the Ransomware Task Force Steering Committee.
Fernando Ruiz Pérez has more than 23 years of experience at national and international level in the areas of cybersecurity and cybercrime, leading operational, technical, and strategic units.
He is currently the Global Head of Respond in the Cyber Security Center of Banco Santander. In this role, he coordinates the global response to cyber incidents and threats against the bank, including the coordination of the Global CERT, the Cyber Threat Intelligence function, as well as the Cyber Readiness and the External Relationships teams.
Fernando is a founding member of Europol’s European Cybercrime Centre (EC3) in which he served as Head of Operations for nine years. In this role, he contributed to the coordination of international major operations against cyber-criminal groups and actors, as well as the design and implementation of international strategies to fight against cyber threats, like the Joint Cybercrime Action Taskforce (J-CAT), the EU Law Enforcement Emergency Response Protocol, the No More Ransom Project or the EU-US Ransomware Working Group. He represented on a regular basis the law enforcement community in policy and strategic matters in the areas of cybersecurity and cyber-criminality in discussions with the European Commission, the European Parliament, the European Council, national parliaments, and international organizations. He holds degrees in law from the UDIMA University, Police Science from the University of Salamanca and Teaching from the Complutense University.
