Jaclyn Goudie is the Chief Operating Officer at the Institute for Security and Technology (IST), where she leads the organization’s operational systems, people strategy, and financial stewardship. Serving as a key architect of IST’s internal infrastructure, Jaclyn guides the institution through pivotal stages of growth.
With over 15 years of experience transforming mission-driven organizations, Jaclyn specializes in the integration of operational excellence with human-centered design. Her work is centered on building the governance structures and workforce practices that allow high-performing teams to move from reactive operations to proactive, data-driven environments.
Prior to joining IST, Jaclyn served as Vice President of Program Services at UC Berkeley Executive Education. In this capacity, she led the team responsible for the delivery of a $40M global leadership portfolio, serving more than 15,000 learners annually. Under her leadership, she modernized the division’s operating rhythms and integrated complex workflows across IT, Finance, and Sales.
Earlier in her career, Jaclyn helped scale Online Executive Education at Northwestern University’s Kellogg School of Management. She also served as General Manager of American Blues Theater, where she oversaw the organization’s transition from a small startup to a stable institution: strengthening board governance, building foundational administrative systems, and growing the annual budget tenfold.
Jaclyn is recognized for her commitment to psychological safety and her ability to translate high-level strategic vision into operational clarity. She leverages a unique background in the arts to bring empathy and creative problem-solving to complex organizational challenges, ensuring that IST’s mission is supported by a culture of resilience and innovation.
She holds a Master’s in Organizational Leadership and earned a Certificate of Business Excellence from Berkeley Executive Education. Jaclyn is also a Certified Change Management Professional (CCMP) and is currently completing an Executive Coaching Certification to further enhance IST’s focus on leadership development and organizational resilience.
