Melissa Hopkins is Head of Policy and Growth at Tinycode, a startup that provides safe and secure evaluation environments for AI evaluation, red-teaming, and mitigations. She also serves as the emerging technology advisor at the Johns Hopkins Center for Health Security (CHS) and non-resident affiliate at the CSIS Wadhwani AI Center where she advises on multi-agent risks. She previously served as senior policy advisor at the CHS, leading several policy initiatives in AIxBio and serving as primary investigator on the CHS’s AIxBio project team. They bring years of experience working in DC AI, tech, and national security policy, including as a legislative tech fellow specializing in AI and biotech for a senior member of the House Energy and Commerce Committee, conducting investigations for the House Oversight Committee, and serving as legal and policy counsel on national security issues in the executive branch and for a technology trade association. They are an alum of the Tech Policy Fellowship at the University of California, Berkeley’s Goldman School of Public Policy and the Emerging Leaders in Biosecurity Initiative Fellowship through the Johns Hopkins Center for Health Security. Melissa graduated from The George Washington University Law School, where they specialized in administrative law and legislation with a national security focus. Before that, they were a Davies Jackson scholar at the University of Cambridge and graduated summa cum laude from Bucknell University. In their spare time, Melissa organizes several monthly emerging technology and national security events, including a monthly biosecurity meetup and several AI policy meetups in Washington, DC.
