Michael Phillips is an American insurance executive and lawyer who serves as the Head of Global Cyber Portfolio Underwriting at Coalition, a leading cyber insurance provider that combines technology and insurance to protect organizations against cyber risk. He oversees Coalition’s global underwriting strategy, product development, and portfolio performance, helping translate complex threat intelligence into measurable financial resilience.
Phillips has led insurance and incident response teams in national, North American, and global roles, spanning both the U.S. and London insurance markets. His work focuses on connecting the economics of cyber risk with practical underwriting strategy and advancing global collaboration between insurers, governments, and security practitioners.
As Co-Chair of the Ransomware Task Force, convened by the Institute for Security and Technology, Phillips contributes to international efforts to combat ransomware and strengthen public–private coordination on digital risk. He is a frequent speaker on the intersection of cyber insurance, security, and systemic risk, and his writing has appeared in leading publications, including The New Yorker and Bloomberg.
Phillips earned a B.A. with Honors in Politics from New York University, an M.A. with Distinction in International Relations from King’s College London (War Studies Department), and a J.D. from Emory University School of Law.
