Ramsay Brown

Chair, AI-NC3 Technical Trajectories Working Group

Ramsay Brown is the Chair of the AI-NC3 Technical Trajectories Working Group and a computational neuroscientist focused on translating frontier technical concepts into adoptable, governable products. He studied theoretical nanochemistry at UC Irvine and computational neuroscience at the University of Southern California, where he developed neural-connectivity mapping tools and authored the Neural Systems Language. He later co-founded Dopamine Labs, later Boundless Mind, which applied AI and behavioral neuroscience to digital habit formation and was acquired by Thrive Global.

Brown has since worked across AI, behavioral design, digital therapeutics, and national security. As Director of Product Science at AppliedVR, he helped support the first FDA de novo approval for a virtual reality therapeutic. He founded Mission Control AI, which develops infrastructure for deploying and governing autonomous AI workers in enterprise and national security environments. He has trained DoD personnel on AI adoption, spoken at NATO StratCom and other defense and industry forums, and is a Senior Research Associate at the Intellectual Forum at Jesus College, University of Cambridge. He holds an MSc in Neuroinformatics and a BA in Neuroscience from USC.
