IST Adds Cyber and Intelligence Community Expert Andrew Boyd to Board of Directors 

February 29, 2024 – The Institute for Security and Technology today announced the addition of Andrew Boyd as a member of our Board of Directors. After spending over three decades in the Air Force, State Department, and CIA, Andrew is a respected thought leader within the United States Government cyber and intelligence communities with expertise in cyber threats, intelligence collection, covert action, counterterrorism, counterintelligence, cyber operations, and strategic analysis. As a member of the Board of Directors, Andrew will support the work of IST and provide mission-based leadership and strategic governance. 

“I’m very excited to welcome Andrew to the board of IST. He brings incredible experience to IST from his exceptional career in national service, including as the head of cyber intelligence for the CIA,” said Board Chair Michael McNerney. “In addition to his role on our board, he will also be leading our new panel of strategic advisors. I look forward to his leadership.” 

Before retiring from the CIA in 2023, Andrew served as Director of the CIA’s Center for Cyber Intelligence (CCI), which is responsible for intelligence collection, analysis, and operations focused on foreign cyber threats to U.S. interests. Prior to this role, Andrew held a number of positions within the agency, including Chief of Operations for the Counterterrorism Mission Center, where he led global counterterrorism operations, and Chief of Station in a country in the Middle East leading U.S. intelligence operations in combat zones. From 2010 to 2012, Andrew led the CIA work force in headquarters and the field engaging in critical intelligence operations to inform policy makers regarding the “Arab Spring” revolutions across North Africa. Prior to joining the CIA, Andrew served for a decade as a U.S. State Department Foreign Service Officer (FSO) at the U.S. Embassies in Saudi Arabia, Tunisia, Iraq and Syria, and five years as an active duty U.S. Air Force intelligence Officer.

Andrew is currently an Adjunct Professor in Cyber Policy at Johns Hopkins University School for Advanced International Studies (SAIS), as well as a senior advisor at Beacon Global Strategies in Washington, D.C. He serves on the boards of technology companies RedLattice and Censys.
