Captain Robert Blair is a member of the inaugural cohort of the Andrew Carnegie AI-Nuclear Policy Accelerator.
Captain Robert Blair serves as the Chief of Procedures and Minuteman III Evaluator for the 90th Operations Group, 90th Missile Wing, United States Air Force, where he is responsible for evaluating intercontinental ballistic missile crews and ensuring operational excellence within the nation’s nuclear deterrence mission. In this role, he assesses missileer performance and provides actionable data that strengthens training, readiness, and procedural compliance across the crew force.
Rob brings more than six years of experience in nuclear operations and ten years in the intelligence field, combining operational expertise with a strong analytical background. Prior to his current position, he developed and applied advanced analytical methods as an intelligence professional, contributing to initiatives that integrated emerging technologies into national security operations.
His work has intersected with several major defense innovation efforts, including Project Maven, Joint All-Domain Command and Control (JADC2) initiatives, and Sentinel user-experience design efforts, where he contributed analytical insight and operational perspective to help improve system usability and mission effectiveness.
Rob holds a Master of Science in Strategic Intelligence from the National Intelligence University, a Bachelor of Arts in History from the University of Massachusetts, and an Associate of Science in Applied Communications from the Community College of the Air Force.
Outside of his professional work, Rob enjoys reading, sailing, and rowing, and maintains a strong interest in innovation and the evolving role of technology in defense and national security.
