Dr. Chad Haddal is a member of the inaugural cohort of the Andrew Carnegie AI-Nuclear Policy Accelerator.
Dr. Chad Haddal is a National Security Systems Analyst at Lawrence Livermore National Laboratory (LLNL). He is an expert on nonproliferation and international security with nearly two decades of experience leading analysis, implementation, and executive decision-making support for U.S. national laboratories, international organizations, and the U.S. Congress. His research interests are in deterrence, nonproliferation, emerging technology and the future of multilateral nuclear frameworks. His recent work has focused on questions related to Artificial Intelligence, small modular reactors, and net assessment in the context of great-power competition.
Prior to joining LLNL, Dr. Haddal served as a Strategic Planning Officer for the International Atomic Energy Agency’s (IAEA) Department of Safeguards, where he led the External Environment Analysis and the 2020 Emerging Technology Workshop. As a Systems and Research Analyst at Sandia National Laboratories, Dr. Haddal worked on security, foresight, and nonproliferation issues. Dr. Haddal began his professional career at the Congressional Research Service, where he provided analysis and expertise on border security and immigration to Members of Congress and their staff. He is the author of numerous government and laboratory studies on technical and security issues. Dr. Haddal holds a Ph.D. in political science from Washington University in St. Louis and a bachelor’s in economics and political science from St. Olaf College.
