Announcing New Judges for the Third Annual Cyber Policy Awards™

The Cyber Policy Awards’ organizing committee is pleased to announce three new additions to our distinguished panel of judges for the upcoming third annual edition.

In preparation for the upcoming Third Annual Cyber Policy Awards™—to be held on the evening of Thursday, February 5, 2026, in Washington, D.C.—members of the organizing committee are pleased to announce three new additions to our independent panel of distinguished judges. Together, the judges will evaluate submissions, select finalists, and determine the winners of the seven award categories: U.S. Domestic Policy Impact, International Policy Impact, International Partnership, Ecosystem Champion, Research Impact, Excellence in Journalism, and Lifetime Achievement.

Tom Fanning — Leading advocate for critical infrastructure security and resilience who helped establish the Alliance for Critical Infrastructure. Mr. Fanning worked for Southern Company for more than four decades, retiring as Executive Chairman, President, and CEO. He served as co-chair of the Electricity Subsector Coordinating Council for nearly a decade, commissioner on the U.S. Cyberspace Solarium Commission, and Chairman of the Federal Reserve Bank of Atlanta.

Dr. Susan Landau — Professor of Cybersecurity and Policy at Tufts University. Dr. Landau previously served as Distinguished Engineer at Sun Microsystems and Senior Staff Privacy Analyst at Google.

Ciaran Martin, CB — Professor of Practice at the Blavatnik School of Government at the University of Oxford. Mr. Martin previously served as founding Chief Executive of the UK’s National Cyber Security Centre and Deputy Director of Government Communications Headquarters (GCHQ).

These new judges join the panel’s standing members:

  • Leonard Bailey — Adjunct Professor at Georgetown University Law Center and New York University Law School. Mr. Bailey retired as a long-serving federal prosecutor in the U.S. Department of Justice, where he led the Criminal Division’s Cybersecurity Unit and served as Special Counsel for National Security. He also previously served as Associate Deputy Attorney General and Senior Counselor to the Assistant Attorney General for National Security overseeing cyber policy.
  • Frank Cilluffo — Director of the McCrary Institute for Cyber and Critical Infrastructure Security at Auburn University. Mr. Cilluffo previously served as commissioner on the U.S. Cyberspace Solarium Commission and Special Assistant to President Bush for Homeland Security.
  • Ann Cleaveland — Executive Director of the Center for Long-Term Cybersecurity at the University of California at Berkeley, where she leads a team in multiple cybersecurity research, workforce development, and public dialogue programs to address tomorrow’s digital security challenges.
  • Hon. Chris Inglis — Board member and advisor to several prominent organizations. Mr. Inglis previously served as the inaugural U.S. National Cyber Director, Looker Distinguished Visiting Professor at the U.S. Naval Academy, commissioner on the U.S. Cyberspace Solarium Commission, and Deputy Director of the National Security Agency.
  • Hon. James Langevin — Retired 11-term Member of the U.S. House of Representatives, co-founder of the Congressional Cybersecurity Caucus, and commissioner on the U.S. Cyberspace Solarium Commission.
  • Dr. James A. Lewis — Distinguished Fellow at the Center for European Policy Analysis. Dr. Lewis previously served as a U.S. diplomat, United Nations advisor, and Executive Director of the CSIS Commission on Cybersecurity.
  • Chandra McMahon — Board member of a publicly traded company and member of the Aspen Institute’s U.S. Cybersecurity Group. Ms. McMahon retired as a long-serving Chief Information Security Officer at CVS Health, Verizon, and Lockheed Martin.
  • Amb. Heli Tiirmaa-Klaar — Director of the Digital Society Institute at the European School of Management and Technology in Berlin. Ambassador Tiirmaa-Klaar previously served as Estonia’s Ambassador for Cyber Diplomacy.

The Institute for Security and Technology is also pleased to announce the following addition to the Cyber Policy Awards organizing committee:

Tatyana Bolton — Principal at Monument Advocacy where she leads the firm’s cybersecurity practice and serves as Executive Director of both the OT Cybersecurity Coalition and Strategic Cybersecurity Coalition. Ms. Bolton previously served in senior roles at Google, the Cybersecurity and Infrastructure Security Agency (CISA), and the U.S. Cyberspace Solarium Commission staff.
